Dr. Mitko Kotovchevski

Full professor

Prof. Dr. Mitko Kotovcevski was born on August 31, 1956 in Resen. He completed his primary and secondary education in Resen, with continuous excellent success. He enrolled at the Faculty of Philosophy in Skopje in the academic year 1975/76 at the Teaching Scientific Study Group for General Defense and Social Self-Defense. He completed his studies in less than four years as the first of the generation and as the first graduate student in general defense and social self-protection in Macedonia.

In the 1981/82 academic year, he enrolled in postgraduate studies at the Faculty of Defense in Belgrade, which he completed on time and with great success. He successfully defended his master’s thesis at the Faculty of Philosophy in Skopje. He received an academic degree of Doctor of Science and defended his doctoral dissertation “Demographic characteristics of the hilly and mountainous areas of the Republic of Macedonia and their significance for waging a national war” at the Faculty of Philosophy in Skopje in 1991. He was thus promoted as the youngest and one of the first doctors of science in the field of defense and security – national security in the former Yugoslavia. He started his professional career in the Republic Secretariat for National Defense of the Socialist Republic of Macedonia on a very important and specific issue in the field of organizational and mobilization affairs in the defense system of the Republic of Macedonia. He performed the assigned tasks very responsibly and professionally. Confirmation of this are the large modern solutions, which are implemented in the mobilization system on the entire territory of our country (especially the new model for network planning of the mobilization of the Armed Forces).

In 1981 he was hired as a junior assistant at the Faculty of Philosophy in Skopje, where he still works as a full professor of the subjects: Polemology, National Security, Mobilization System, Intelligence, Global Security Threats, Non-Military Aspects of Security and Defendology. In the period from 1981 to 1989 he performed the seminars and lectures on the subject “Defense and Protection” (ONO and OSH of SFRY I and II) at most faculties at the University “Ss. Cyril and Methodius” in Skopje.

As part of his work engagements, in addition to performing his duties as a teacher at the Institute for Defense and Peace Studies, at the Faculty of Philosophy and the Faculty of Law and Philology in Skopje, he is also engaged in postgraduate studies at the Institute for Defense and Peace Studies. He was also elected Deputy Head of the Balkan Peace Center for two terms, where he was elected Coordinator of the “Peace Strategies and Non-Military Aspects of Security” courses. At the European postgraduate studies within the Faculty of Philosophy, he is engaged in the team for teaching the subject “European Security”. During 2001 he was elected Director of the Crisis Management Center and a member of the Coordination Body for Crisis Management, established by the Government of the Republic of Macedonia.

In the period from 1993 to 1995, and from December 2002, he held the position of Head of the Institute for Defense and Peace Studies. From 2009-2013 he has been the Head of the Institute for Security, Defense and Peace. He was re-elected head of the Institute for Security, Defense and Peace in 2013. The scientific engagement of prof. Dr. Kotovcevski in the past period was focused on the constitution of several scientific disciplines in the field of national security. Their scientific-historical promotion corresponds to the appearance of several important works focused on fully elucidating the contemporary problems and tendencies important for the defense and security organization of our country and beyond. Undoubtedly, the value of these works has had a serious impact on the scientific foundation of many scientific disciplines.

His latest scientific engagements are aimed at preparing two important scientific projects that offer the most optimal solutions for the full construction and successful functioning of the national security system of the Republic of Macedonia. He has led three major research projects in the field of national security and other global security threats.

In the focus of his latest scientific research, the most important place is occupied by shedding light on the phenomenon of war, insurgency and terrorism in the Republic of Macedonia in the Balkans and beyond, organized crime and other sources of threat to national, regional and international security, intelligence and modern intelligence services as well as the study of the geostrategic, geopolitical, military-strategic and military-political position of the Republic of Macedonia and the Balkan Peninsula and their impact on national and regional security. Also the subject of his scientific research is the analysis of the positioning and geostrategic significance of the Macedonian space for the great empires in the past as an important geostrategic crossroads during different historical epochs, as well as the phenomenon of polemology and military doctrines. His works on Fight against Terrorism and Protection against Terrorism and Violent Crime have great practical application and were supported by the Ministry of Defense of the Republic of Macedonia. The wide range of areas that have been the subject of his scientific research for many years by applying original and specific methodological procedures have greatly enriched and modernized the methodology of scientific research work in the field of defense and security scientific disciplines (war theory, polemology, military doctrines, conception doctrine and system of national defense, social self-protection, integral security, security and defense, national security, system of collective security, intelligence basics, modern intelligence services, non-military aspects of security, organized crime, modern terrorism, global terrorism, global security threats, transnational security threats and security assessments).

Social activity. In addition to his active social, political and professional participation in the Republic and Federal Commission for ONO, OSZ and Security (two terms), he was elected a member of the Commission of the RC SIA SM and a member of the Board for coordination, monitoring and encouragement of activities in upbringing, education and the training of young people for ONO and OSH at the Republic Committee for Education and Science. During the disintegration of SFRY Yugoslavia and the independence of R. Macedonia was actively involved in the preparation of a comprehensive security study for the President of the Republic – “Sources of endangering the integral security of the Republic of Macedonia”, a paper of special scientific interest for the security and the process of independence of our country. In the process of security independence of R. Macedonia continuously performed theoretical studies and practically worked on the conception of the new defense model of the Republic of Macedonia. Regarding the creation of the model for integral and national security, Professor Kotovcevski has a pioneering role. He also actively participates in the MANU project “Determining the fundamental values ​​of the Republic of Macedonia and the sources of threat to national security.” His contribution to the development of the methodology of the strategy for national defense and national security and the strategy for defense and national security is also huge. He also actively participated in the preparation of the defense plan of the Republic of Macedonia. Macedonia under the auspices of the President of the Republic of Macedonia. Professor Kotovcevski was also involved in the education of operational staff for the needs of certain intelligence and security services. He was also elected a permanent member of the Global Strategic Research Initiative (GSIRI) – Center for Strategic Research at the Macedonian Academy of Sciences and Arts. He is a member of several international editorial boards of well-known scientific journals, including “Matica srpska”.

He is the founder of the Crisis Management Center of the Republic of Macedonia. Macedonia in 2001. He speaks French and Bulgarian, uses English, Russian and Turkish.

Research interests: polemology, national security, intelligence, integral security, mobilization systems, security assessments, defendology.

Professor Kotovcevski has published about two hundred expert analyzes, security assessments for national, regional and global security in the weekly “Denes”, in “Nova Makedonija”, in the professional magazine “Defense” and other professional magazines in R. Macedonia. With the world-famous professor Johan Galtung in the weekly “Today” he published an article – assessment, security analysis and forecast in which the armed conflicts in Kosovo and the Republic of Macedonia were announced.
